Corporation for Engineering & Research on Lignocellulosic
Resource & Industry (ICERLI)
Is the only company holding an official permit to conduct
research in the field of cellulosic and lignocellulosic
resources and industries in Iran which is also rated as a
consulting engineering company by the Iranian Planning and
Management Organization. ICERLI is recognized by UNIDO (United
Nations Industrial Development) as a company authorized to
establish guidelines, evaluate, and assess the exploitation of
cellulosic resources. The corporation was established in 1979 by
a founder group of over 60 large-scale cellulosic industrial
plants to implement extensive research projects in the field of
cellulosic resources and industries.
ICERLI acts under the Ministry of Industries and Mines and
according to its Constitution, it is committed to provide
research and engineering services to industrial units active in
that field at no additional charge. To perform its major function
and in collaboration with research institutions and academics,
ICERLI has since its foundation offered extensive and varied
research services to its founding industrial units and provided
improvements and solutions to their problems.
How
We Achieve our Goals
ICERLI
primarily acts as an extensive research service center rather
than an institution directly involved in research in that
through the creation of both research labs and trained
researchers, it will develop the foundations for a national
research system. Individual engineering groups are formed from
among all experts currently working for universities, the public
sector or the private sector. These groups act independently
from each other but take their guidelines from the market
requirements as well as from the policies adopted by the
relevant ministries and/or ICERLI, itself acting under the
guidance of the Ministry of Industries and Mines.
These
engineering groups respond to the demands of industrial units.
ICERLI’s function will be to coordinate the groups through a
research council. In the course of time and as a result of
experience from working with these groups, researchers will
enhance their awareness of the market needs and will also become
well-trained in their fields of specialty. The ultimate outcome
is expected to be qualified individuals and/or teams who will
have the capacity to participate in research decision-making
processes, to commercialize research findings, and to be capable
of conducting advanced research.
Thus,
the management system and the procedures adopted at ICERLI are
the one implemented in most successful systems across the globe.
The objective is to free researchers from administration
pressures and to provide an atmosphere in which researchers are
constantly exposed to problems and questions in the industry. In
addition, the system is the grounds for the growth of a new,
younger generation of scientists to continue their efforts in
the competitive industrial world.
The
presence of industrialists in ICERLI’s board and its various
levels of management guarantees, that the real needs of industry
are properly addressed in all and every research endeavor by
ICERLI. The users of the research findings are in fact the
managers of the enterprise and this will ensure that the
financial benefits from research will not be the main objective
but rather the means to promote more research and to advance
technology.
The
procedures and managerial work at ICERLI are only there to
facilitate research. Each individual engineering group will
independently make decisions as to how to manage their research
in accordance with defined guidelines and policies
